What we count, and what we never inflate

A small honest number is worth more to an officer than a large unverifiable one, because the officer can act on the first and not on the second. These are the rules this page is kept under.

A "return" is counted only on a departure the bureau has verified and dated on the file

No testimonial, client name or authority logo appears without that party's written consent

Any failure to return is recorded, reported to the receiving authority immediately and unprompted, and published here — not hidden

An outcome is described exactly as the issuing document describes itself, never upgraded in the retelling
